Every time I go to an ';inexpensive'; manicurist, she/he always cut away my live cuticle and along with the dead stuff.

Ouch! It's okay to trim off dead cuticles but if she's getting the live stuff that's not good and it hurts!!! You can find cuticle creams at any drugs store with the nail stuff. It will soften them and help them heal and them look for another manicurist.
