The person who certified the nail tech/manicurist to cut skin away, do they have license/certificate to cut skin like doctors?But who certified the nail tech/manicurist to cut cuticles or sole?
they are taught in cosmetology schools and nail technician courses. then they have to take a state board written and performance test to become certified.
they learn how deep to go and how to sterilize, etc...
